They will put your disc(s) in their special machine that will polish the disc surface. This can take up to 10 minutes depending upon the machine and the level of damage.
Scratches can be repaired but cracks and dents cannot

Are there limitations?

As far as scratches to the shiny surface goes, not really. Even deep scratches can be removed eventually. But cracks and dents cannot and are usually fatal for the disc.

There is no set price for disc repair, but the going rate is a couple of pounds per disc. Some places will offer discounts if you have more than one disc repaired with them.
It is not 100% guaranteed to work, as the disc may already be damaged beyond repair
